A seminar on “3G UMTS/WCDMA” was successfully conducted by QUALCOMM & Central Asian CDMA Forum (CACF) on June 17th & 18th, 2008 at the Raduga Resort Hotel, Issyk-Kul, Kyrgyzstan. The event was actively supported by National Agency of Communication, Kyrgyzstan and the Ministry of Communication, Kyrgyzstan.
The seminar focused on a select group of regulators, policy makers, operators, vendors and UMTS licensees was well attended by high level executives from Kyrgyzstan, Uzbekistan, Moldova, Belarus and Russia.
The seminar was focused on raising awareness about various aspects of the UMTS technology, identifying the need for operators and regulators to address the appropriate concerns. The seminar was also intended to highlight the current regional and global status of the UMTS networks, the adoption trends, and availability of rich applications and services available on 3G UMTS networks.
The presentations made by speakers and experts from QUALCOMM and CACF discussed the strengths of 3G technologies in general and UMTS in particular and its future evolution.
Mr. Zainulla Ismailov, Director Technical, the National Agency of Communications, welcomed the participants and appreciated the efforts of QUALCOMM & CACF in organizing and supporting the event. He also highlighted the NAC’s role in promoting UMTS services in Kyrgyzstan and provided detailed review of current situation on Kyrgyz telecom market and prospects of its future development.
Mr. Khalid Khan, Chairman, CACF gave a detailed presentation on the overall status of UMTS/WCDMA network deployments, operators and devices. He presented useful statistics and forecasts of the UMTS networks and subscriber growth at the global and regional level for the Central Asian countries.
Mohammad Raheel Kamal, Sr. Director QUALCOMM gave presentations on the regulatory and licensing aspects of UMTS covering spectrum allocations for IMT-2000 and IMT-Advanced. He also highlighted the important events from the recent ITU WRC07 as well as the use of 900 MHz spectrum for UMTS deployments for in-band migration.
Dr. Syed Ismail Shah and Shariq Yasin from CACF gave presentations on technical aspects of UMTS focusing on engineering fundamentals of WCDMA, issues in network planning of UMTS networks and the Quality of Service (QoS) parameters.

An interactive Q&A session with the audience addressed various aspects related to UMTS technology. The seminar was a great success providing an unprecedented opportunity to the attending regulator, operators, policy makers and other stake holders from the Central Asian region.
